Cannot refuel

My 75 year old Mom just took her 2012 Liberty to the Jeep dealer in Yuma, It has had a CEL on for awhile now, Cap has been replaced twice code cleared and after a week or so it comes back on, Jeep did a diagnostic check threw a 456 code for a minor evap leak so she decided to have it looked at while she was getting the "free oil change" to see what the problem was. They did the smoke test and 4 hours later came back with a small fuel tank leak wanted to sell her a new tank installed for 1500.00. My Dad just past away and she told them she couldn't do this right now. Jeep has been running fine and no gas fumes while filling etc... so they stamp "Customer refusal" on the receipt. So she goes the next day to fill the tank and she gets .50 worth in the tank and it trips, tried several times and even a different pump. She also says that the filler neck wobbles around, never did this before. I was just there a few weeks ago and fueled it several times with no problem. I live to far away to look and see what they have done. It just seems sketchy to me. I'm sure it has something to do with the vent, any ideas? She has an appointment to take it back in to Jeep. I don't know the procedures for the smoke test, do they disconnect anything? Plug off the vent to pressurize the tank? I have searched the forum and read the older problems on the 456. This seems to be a different animal.
