YJ Windshield Hinge Bolts

I'll get to the point, I just removed an SRC RoofRack from my 95 YJ. The bolts that secure the front portion of the rack are the windshield hinge bolts. For starters, one of the bolts I removed was a concrete Lag bolt with 1 washer. The second bolt was an allen bolt with no washers and as you would have it, the bolt had locktite. Well as I struggled to remove the friggin thing it dawned on me. There is no room to get your hand up there to hold a wrench, so question is, on the inside, is there supposed to be a threaded plate for the original torx screws to screw in to? The plate I am referring to would be much like the one that is located on the inside of the cab that secures the lower door hinges? Or is the only way to get access to be able to secure the windshield hinge is to drop the windshield and separate the dash so have enough visibility and space to put in a screw and hold the nut in place?

here is a poor shot of the screws I am referring to.

Any help here is appreciated.
