Applying clear coat over a previously painted area

My 2010 S10 got hit by another car 10 years ago. The repair included replacing of the left bed side. When the bed side was repainted, I took it back to the painter because it lacked gloss in one area. He buffed it down with some compound on a foam polishing wheel and all looked good. But as I watched him, I wondered if the additional polishing would thin the clear down. Now, some of the clear coat is starting to lift and peel off. Can I lightly sand the area and spray something like Duplicolor clear coat to get it looking decent again?
