happens often on red jeeps.

What year, model, etc? give us a little help.

When I see the price of OEM I think aftermarket.
When I see the quality of aftermarket I think OEM.

IF, as you say, the wiper motor is working but the arm isn't moving, then the teeth on the arm are stripped out and you need a new wiper arm. This happens a lot when people try to use the wiper when it's frozen to the glass.
Depending on what kind of vehicle it is, you can probably get a replacement at any auto parts store.

Yes, sounds as though he had to replace a burnt-out fuse from the wiper being stuck and the shaft spun inside of the teeth....???
