1996 jeep Cherokee country

So I have a 96 jeep country with the 4.0 ltr but no upgrades or mods. It is having trouble starting in the mornings. I can hear the fuel pump running and it will turn over but not start. It takes between 5-15 min for the fuel pump to build pressure and turn off then it starts. It runs great once started. I replaced spark plugs and fuel pump this weekend but no difference. Any advice what's next?

check for codes ideally a SCANNER.
Check fuel pressure - with a gauge.

When I see the price of OEM I think aftermarket.
When I see the quality of aftermarket I think OEM.

No codes and fuel pressure is 52 psi
