That's the problem I don't wan try and match paint and take out screws and scratch paint if there is a way I can fill it or put something in its place I'd rather do that

IMO:
throw on a cheap light bar... just know you might get reflection from the hood.
use black or chrome bolts to fill in the holes.
replace the cowl.. paint it satin black, plastic dip or rhino type lining

First thing I would do is remove them so you have an idea of what you are dealing with underneath. A couple of small drilled holes per vent? A 3" diameter circle? A 4"x6" rectangle? Until you know exactly what is underneath the, well, not really sure what to call them...mistakes...it's hard to come up with a plan of action.

OP I would think twice about putting a light strip on your cowl. I would think glare off the hood would be terrible.


As far as the vents. If the holes are just bolt holes put some black screws in them. If they are bigger holes I would just get lower profile vents.

This.

You need to know what you have, and are dealing with first.

I agree on not wanting to try and match paint, but if you only have a couple tiny, evenly spaced holes, I you might find that you can put a couple cap screws or carriage bolts there (and painted with touch up paint) which will blend in so well you won't even notice.

Tires

Looking for some 31 inch all terrain tires and rims or just tires for my LJ. Don't have the money for a lift and tires and have no tread left on my tires. So looks like I'm buying tires. I currently have 17 inch rims

That's what I did....., CL, spent less on 2015 rubi wheels and tires w less than 1000 miles than I would have on just tires. And I like them better than the 2012 rubi's I had.

Just to be clear, the new JK does have a different bolt pattern than your TJ.

If you just buy used 17" tires, they'll work with your current 17" rims

If you buy JK 17" take-offs as a set (wheels and tires), and want to run them as-is, you'll need adapters
