Need to downsize tires

I just bought a 93 YJ Sahara and the previous owner put 31/10.5/R15LT General Grabber AT2 tires on it. He told me that he didn't put spacers on it and not to turn it all the way or it rubs. I did not notice that the inside of the tires are actually cut-there is a channel dug into the tires. They are obviously oversized. I have the original manual and see it can take 205, 215, or 225/75/R15s.

Questions for the forum:
1) What kind of difference am I looking at downsizing to "stock" tires?
2) What size rims would I need or could I use the current rims?
3) How can I tell if it is lifted? The previous owner said it was't lifted but it is higher than other Jeeps I see and I am new to this.
4) Any other considerations I need to know about?

Not a YJ master but, I just had the same problem! I have a 94XJ and I put 31's on it completely stock. I had some rubbing but after adding a couple 3/8ths washers to the steering stop bolt the tires no longer rub! If the tires are cut that bad I would recommend new tires then. The attached photo isn't my jeep but its a good image to show what Im talking about.
