unusual overdrive issues please need advice from all you veterans

Hello ,
I have just recently purchased a 1995 zj 4x4 4.0l a/t and have been working on some of the issues with it any advice on common problems would be appreciated. My main is issue is i only have o/d at about 65+ when i lift the throttle and allow it to shift and apply light throttle when resuming. i will list the following things i have tried/checked

#1 check trans fluid temp and was 2 qts low i added atf+4 (not burnt either)
#2 adjusted tv cable on throttle body to achieve only a little firmer shift no effect on o/d shift timing
#3 checked fuses and all wires to transmission and common systems

I appreciate your time and effort for helping me diagnose this problem and some background on my skills

10+ years professional mechanic and have common sense so i wont be wasting your time
mostly ford and honda
i have worked on most things with an engine

Thank you for the help i really appreciate it, i was wondering if the tps might have something to do with it ill check that next , all other gears shift perfectly and even when its shifts into o/d its smooth

im also having issues with fuse #12 ive disconnected the trailer harness and have fixed several shorts but when i turn the lights on it blows the 15a every time

I don't think TPS has anything to do with it on a 95. Correct me if I am wrong.

Oddly enough, my 95 V8 starting doing the exact same thing after I regeared from 3.73 to 4.56. 1-3 shift perfect. 3-4 happens late and I have to let off the throttle and then it chunks into OD.

the 95 I6 uses the 42re so the tps comes into the equation.

if you want to take it step at a time, once you verify everything is okay outside the transmission, change the solenoid out. if all else fails, you may come out ahead to rebuild the OD unit.

Are you sure its going into O/D and just not locking the torque convertor?

1994 ZJ-I6 w/216,000 mi
1998 ZJ 5.9 w/65,155 mi Slate Black
2004 KJ w/90,300 mi

fuse #12 in cab passenger fuse box, and yes i am sure it is actually engaging o/d revs drop from 3700 down to 2400 once it shifts and it does it all smoothly and no burnt fluid , thank you all for the help in trying to figure this out
