94 ZJ Problems

My younger cousins is having some problems outta his jeep, it's a 94 zj with the 4.0. You can start the jeep up and keep it in park and rev it to the moon and itll idle all day long. But put it in drive and it gets up around 2500-3000rpm itll start running rough and choke out. It won't take gas and stalls if you try and force it.

But anything under that it stays running just dont have much power to do nothing. I've took his throttle body off and cleaned it, the iac and put a new tps on it. Also it's got a new crankshaft sensor, distributor cap and rotor, plugs, fuel pump and fuel filter. It's got me puzzled and dont want him to keep throwing parts at. The check engine light is not on also.

Anybody got a clue what the problem could be? He's 18 and a Junior in HS so he dont have much of a budget so I dont want him throwing parts at it and wasting his money. Any info is much appreciated.
