Which way does it go? (I don't know what the part is called)

1999 Cherokee XJ 4.0
I have a cup shaped washer that sits on the crankshaft between the timing gear and the harmonic balancer. I don't know what the part is called, and I am unsure which way it is correct to install it. Cup toward engine, or toward radiator. I replaced the timing chain and gears, but when reinstalling the harmonic balancer it pulled all the way in to the cover touching it. I'm assuming the washer is a sort of stop for the balancer and a keeper for the timing gear, and that I have it in backwards.

I thought I would ask this question here before undoing this morning's work.
