Warm air from air vents

I get warm air from the vents even if I set the control to min heat (blue area) and 1 and 2 o'clock position for directing air.

Of course I get cold air when I engage AC, but climate here is so cold that I normally don't need to waste gas on AC.

How can I fix this?

Is it on recirculation? I have found that running the cooler without ac, the air is always warmer than the ambient air temperature. You are better off rolling down the windows.

Install a valve to shut off the coolant flow to the heater core.
