Tail Light Question

Need to replace the rear tail light housings and the research I've done indicates that there are only three bulbs in a '98 XJ, however I know for a fact that my jeep has four. Could anybody offer an explanation to this?

Tried searching but it only comes up with LED conversion info (which is something that i'll be doing in the future)

The running light and brake light are the same bulb, then the back up light and blinker. What could the 4th bulb be?

Are you located in Europe, or USA ? If USA, there are only three bulbs. Any 1997-2001 taillight you purchase on the Internet or at the junkyard will fit.

I am going with the 4th bulb being the rear fog lights
Does your other one look like this?
Do you have a switch that looks like this?

Well the only thing I can come up with at the moment is that somebody replaced the US tail lights with European ones including the harnesses.
But thinking the bottom bulb never would come on. I am assuming that is where the rear fog light bulb is in that array.

Be frank not a clue.
Can we see your other tail light?
Would like to see it with every thing working or blinking too.
This is really going to bug me.
I don't even know if you have enough room there to tuck it away.
I am thinking no.
Might have to either buy one from Europe, usually super expensive, or replace your harnesses.

Do you have any switches, wiring, relays that you can't account for?
Again this is really going to bug me.

I am in Africa and have a 98 Export model, brought over here new by
the previous owner, that has the four bulbs. The ones on the bottom have
never lit up in the 18 years I've owned it. I did happen to drive behind
a 2000 XJ last year and it's lower lamps lit up when he braked, along with
the upper bulbs. I'd like to see about getting mine to work that way.

What have checked already?
I have a rear fog light switch that I scored from England.
Since the symbol is reversed thought I would try and use just the togglepart with a regular fog light switch for rear lights.
I did not play with it much but noticed that it seemed to not click on and off like a regular fog light switch.
Kinda more like the rear wiper switch when you push it for the washer.
I bought it so long ago that I can not remember for sure. Plus maybe something is just wrong with the switch. LOL.
Doesn't matter cause I only want the toggle for the symbol.

Well that is a factory lens.
Somebody Mickey Moused something.
That second one down should not be there IMO.
You have to take that tail light off an see the wiring behind it.
That close up of the busted tail light in the second shot made things more clear.
Really could not see that in the first shot of it.
Well now I can cause I know what to look for. LOL.
