Horn won't blow

Checked all the fuses and they appear to be ok. Is there anything else I can check to resolve the issue?

You could check out the horn relay. Here is a diagram. It should click when the horn is depressed. If not, i would check the relay is in good condition, maybe swap it for another, and then test the electrical contacts at the relay for voltage and ground.

I often start at the relays becuse it can home in on which apart of the circuit is not working.

The clock spring is highly likely, but by no means the only possible fault.

Yes there is a click on the relay which is found under passenger side dash. There are 3 black relays next to The fuse box. The middle one clicks. What does this indicate...do I need to replace the relay or what? Please advise.

This is the relays that are next to fuse box on passenger side. The one in the middle clicks when attempting to blow horn from steering wheel . Now what?? Do I replace that relay?
