E22 Reprogramming

Got my build sheet for my XJ recently. They advised me that:

"Our records indicate that the following recall campaign has not been
performed by an authorized dealer:
E22 REPROGRAM PCM AND INSPECT CATALYTIC CONVERTER "

Do you guys think I should go waste my time and get this done or just let it be?

Two thoughts come to mind.
1: If it ain't broke, don't fix it...

However,

2: If you can get a free CAT, why not go for it?
(Does Arizona require smog tests?)

Some areas here in AZ require you too, but I don't live anywhere near those areas. I'm not sure, but I could still have the factory cat, which would mean it has 233k miles on it. A bad cat can cause back pressure if the honey combs have fallen over or become clogged. I don't have that problem though.

I will be out of town working on my YJ. Which is in phoenix, and idk about you but I hate driving in a major city and dealing with those people. So I will wait and go to a smaller town dealership. That way I can go into the garage and hang out there.
