1996 Cherokee 4.0 HO low voltage to coil and no voltage to injectors

A friend of mine has a 1996 Jeep cherokee with a 4.0 HO manual getting only around 4 volts to coil and and nothing to the injectors. He has replaced coil distributor cps and all fuses have been checked. Cleaned all grounds any advice would be appreciated. Thank you

both circuits (coil injectors) are powered by ASD relay.

Was the coil unplugged? and which wire had 4v?

Ant recent work, repairs mods?

Can you/friend use a test lamp or DVOM and a wiring diagram ?

When I see the price of OEM I think aftermarket.
When I see the quality of aftermarket I think OEM.
