Check the connection at the coolant temp sensor. If that is ok, replace the sensor and/or trace the wiring back as far as possible and look for breaks. It should be a single wire.
With the wire disconnected from the sensor it should be max hot. Disconnect the wire and ground it to the block and it should go max cold. If it does those then the sensor is bad. If it doesn't then the wire or guage is bad.
You need to use a meter and check the resistance from the connector on the cluster to the connector on the sensor. The other thing to test the guage is to short the pin on the cluster connector wire by putting a needle through the wire and short the wire to ground. I think you should do the resistance check.
