Rear Wiper not working

So my rear wiper stopped working, for a little while I would turn it on, and it wouldnt move for a bit, then would move very slowly and gradually speed up to normal speed.

But now it won't move at all. Any thoughts on what it could be? I was thinking it might just be ice build up somewhere in the unit but havn't had any warm weather to "thaw it out" to test it. ANy experience on what part(s) would need replacing and whats the cost?

Have you taken the cap off to see if the nut is tight? That happened to me. The blade had been frozen in place and when I turned it on it loosened up the nut and eventually (days, weeks, whatever) the nut backed off enough and no wiper.

Would the nut backing off result in me being able to move the wiper by hand?

I am unable to move the wiper whether it is on or off by hand or otherwise

No it wouldn't. It would allow it to spin freely if the nut was loose.
