Reading Error Codes

If the engine error light comes on am I correct in thinking that the only way of finding out what the error is requires the car to be connected to a diagnostic unit?

I can buy a "CAN BUS OBD 2 OBD2 OBDII USB Diagnostic Interface S2" on ebay that connects to my laptop, is this all I need? If not what do I need?

If that then give me a numeric code, how do I convert that to english. I assume there is a list of codes and descriptions?

In the US, any auto parts store will loan you a Check Engine Light (CEL) OBD-II code reader in the hopes that you will buy parts from them. Write down the codes you download.

You can buy a computer interface or a standalone OBD-II CEL code reader. The lowest cost units just read and clear the codes. More expensive units provide access to monitor the engine sensor data in real-time.

GOOGLE the CEL codes you wrote down.
