Outside temp gauge reads lower than actual temp

This is on my mom's '08 Compass. The outside temperature recently started to display that is was about 20 degrees colder outside than what it really is?
I went through several pages of postings and nothing. One car I had would do that after the carwash but go back to normal. I'm stumped on this one.

I FINALLY had this problem with mine. I got in to the Compass and it says it's 77 degrees. No way, it was mid 80's. Drove for a couple of miles and no change so then I cycled the options on the screen. It came back to 77 and then started climbing up to 84. Maybe sometimes ya just got to slap it and wake it up.

It should read correct after a 4 hour off time, if less then that it will read lower or the same temp as it was when you turned it off until you drive it for about 15 minutes. this is to stop false higher reading due to heat given off from the radiator/ engine bay.
