Track bar bolt factory question (w pic)

I have a 2012 Rubi JK that I bought used.
I am about to switch out the dual SS for a single one (with relocation kit) and while I'm at it I was thinking of replacing the track bar bolts.

But since it's lifted already, I'm not sure if they have been replaced already.
Can anyone tell me if these are the factory bolts or are they new ones?

The first pic shows the driver's side. The bolt has SFT 1019 on it.

The second pic shows the passenger side. The bolt has SFT 1019 on it. Another question about this pic, what is the rusty hold to the bottom left in the pic?

Looks like stock bolts. Rusty bracket is where stock SS mounts.

2.5" max travel RK lift.

So seems like I need to change out the bolts too while I'm at it.
