JK Steering issue?

Just kind of noticed this lately, my 2011 JK Sport is feeling different from before-
When in a parking lot at very low speed if i cut my wheel fully and let go the steering wheel doesn't straighten right out like it used to, it seems to go in "spurts". I don't really know how to describe it or search for it on the forum so i thought i would ask here.

Before my jeep would eventually straighten out the wheel on its own but now it seems to straighten out a bit and then slow down and repeat. Not sure if this is an issue or just my mind playing tricks on me as my bumper to bumper is about to expire (600miles)

How does the steering stabilizer look?

Less traction on the tires, or maybe in need of power steering fluid?
