Front Driver Side Tire Squeak..

I'm getting a squeaking noise (at low speed, under say 15 mph) coming from my driver side tire. Not sure exactly where it is, and it's not my brakes. I pulled the tire off and seen nothing abnormal.

Any clue as to what this can be?

It's coming from the front near the tire. 63,400 roughly - lots and lots of beach driving.

It happens when I'm moving. It's coming from the outside, from the wheel area. It almost sounds like the brakes but it's not. It's worse in rain.

I'm getting a squeak too. Low speeds, and it sounds like it's coming from the same area. I just finished putting on my RC BB and new wheels and tires. I'm getting kinda paranoid.

1999 TJ White Sport

I haven't figured anything out about that, it's a come and go situation.. My dealership didn't bother with it and just said it has "excessive amount of sand" in the tire ><
