CA Smog equipment required?

I was looking online at this Jeep JK Unlimited for sale in california and noticed that the Jeep was first sold in Arizona. I'm not the smartest man in the world but this Jeep would not have any smog equipment on it to pass smog right??

So do they just enforce it in some states and not in others? From what I can remember Arizona did not require to smog vehicles.

After '03 all vehicles sold in the US(minus some diesel versions) all have the required stuff to pass emissions in CA no matter where you buy it.The time of separate federal emissions and CA emissions is over.
