Best Budget Lift Kit

I am looking for the best budget lift kit. My needs are:

1. Clear bigger tires
2. Slightly increase offroad performance (though not a priority).
3. Improve (or at least not hurt) on-road handling.

I thought I read somewhere that Black Diamond is the best overall for what I want to do. However, my offroad store is pushing Teraflex, saying it's a much better value than Black Diamond and works almost as well.

Any feedback?

x2
but BB's are fundamentally all the same. differences being if they come with replacement springs or just pucks, and the quality if the shocks. OME has great shocks, and this comes with replacement springs.
