Whirring noise behind firewall

I've read some issues as this but have more info. I got noise that is related to wind flow under hood. We can make noise disapper with completly taping all possible wind entrances. also, by removing hood noise disappears. My dealer removed everything except what was needed to keep jeep running and stil we have the noise. Any more ideas?
Thanks

More info: 02 wrangler, auto.
Noise is NOT related to engine speed or AC/Heater fan. Noise persists just with wind and speed. Changing direction into/out of wind does change the volume.

I see a few lookers but no response. My dealer is completely baffled as is a custom mech. We've tied everything that could possibly vibrate but to no avail! Thanks for looking maybe someone else has this issue and will let me know.
