What is the purpose of these?

Figure the loops are just tie-downs?

Yup part of the infant latch system. The other are just footman loops.

the ability to tie-down a child is a federal requirement IIRC....

but you can still use them as tie-down points for cargo....

I use the child seat tie-down for my toddler's carseat's rear strap system when she rides in my TJ.

I'm putting down a Monstaliner. I am concerned I won't be able to get them out. Prob end up rolling over them.

I just taped them off when I Monstalined. I can live with a few areas of stock paint. Good thing too, since we had a kid the following year and he loves riding in the Jeep.

for whatever its worth there was a member on here who said his dogs nail got caught in the latch brackets when he was jumping out. poped the nail off like a bottle top. I removed mine for my dogs safety, but still have them if/when i have a kid in the back.
