What's the story with the phone on the dash?

Put on a roof rack I pulled from a junk yard. Just need to get the ski mounts.

It's a 5 speed. That's my car phone. I thought all the TJ Sports came with them in 2001?

Just went and filled her up for the chance I might get to go wheeling during the "Frankenstorm" headed our way!!! I am sure there are gonna be people that are gonna need some sort of help and the local LE's drive junk,,lol. Winds are already at 35-40 and it hasn't even gotten close yet.
