voltage regulator
How do I go about changing my voltage regulator, I think that is where my problem is coming from. Is this hard, where is it located and what am I looking for?

The voltage regulator is internal in the PCM, but thats probably not your problem.
I'd start by checking your battery cables. Remove them and clean them thoroughly. Also check all your grounds. A loose ground will cause the exact same symptoms.

Why do you think it is your voltage regulator? Have you checked your ripple voltage?

why did my voltage gauge on my console spike over before I turned off the Jeep? and now it doesnt work anymore

Do you have access to a multimeter? I am thinking that a few basic checks should point you in the right direction.
