TPS reads 13.7 with my foot off the gas...

So I plug in my code reader today just for the hell of it, and was reading the sensor numbers and the tps was at 13.7. Thats with nothing touching the gas pedal. When I floor it, it only goes to 80. Now every other vehicle I have (Chevy trucks) are at 0 and go to 100 when floored. I tried to loosen the screws to adjust the sensor a little, but really couldn't get the screws to move much. I didn't wanna break it and decided it would be better to remove the TB and take it off if I have to. So what do you think, I'm I only running at 80% power when I'm flooring it?

Normal. Mine goes from 14 to 76. Anything similar is fine.
