Torque on Gas Tank Retaining Straps - TJ

I am putting in a new gas tank supporting pan in my 1997 TJ. When I replaced the two straps that go over the gas tank in the new pan, the bolts do not go through the pan as far as the originals did. The bolts go on about 1/2" rather than the 1 1/2" of the original. How tight should I make therse bolts. The last thing I want to do is crush the plastic gas tank.

I tightened my straps down snug just before I noticed any significant deformation of the tank. It's alright if you "crush" the tank a little bit. The plastic walls of the tank are fairly thick and are very malleable. The tank will also return to it's original shape once removed from any pressure creating a deformity. People have gas tanks crushed in all the time from bent stock skid plates even enough so to reduce the fuel capacity by a gallon or two.
