TJ bolt pattern

I'm looking at some wheels for my brother that came off of a CJ. IT has a 4 on 5.5 bolt pattern. Our stock TJ axles are 4 on 4.5, right??? Does this mean wheels from a CJ axle can't be used on a TJ. They're also 15x10 w/4 inch backspacing. My brother's currently riding on 31x10.5 tires, which are too small for a wheel that big right?
