Stock rear recovery hook question

Will it hurt anything to use washers to lower the recovery hook? It won't fit with the tube bumper the original owner installed.

when I took my tow hook off it had a steel piece cut for the back bolt on the tow hook(like washers). It should work I would think just make sure you use grade 8 bolts and washers.

That's what I was thinking. I'm going to use the stock bolts, just got to get the washers.
