Speedometer Disconnected..please help

I just recently purchased a '99 Wrangler, auto, 4.0L the guy I bought it from said he had disconnected the speedometer because of the larger tires making it off. The speedometer/odometer currently do not work and the check engine light is on(because the speedo is disconnected). I thought that he had just taken out the speedo gear out. Once I got it home I checked it the speedo gear was still in place and was still connected. I havent been able to contact the previous owner and he lives about 8 hours away

I haven't seen any cut wires or any thing....so I was wondering what specific things/areas to check and where to find them to get the speedo/ odometer working again.....

Is the speedometer plug clocked correctly in the TC?
Do you have a OEM FSM?...

I have a haynes FSM and doesnt really go into great detail, I installed the gear using an online guide from 4x4explorer.com. Is there any other way the speedo could be disconnected other than the transfer case( as far as connectors go)
