Soft top cleaner

When I bought my jeep a few days ago I noticed there was some sort of green substance on top of the soft top. It almost looks like dried tooth paste or maybe even silly string. It is tacky to the touch, so I hope it will come off. Anyway I was looking for a strong cleaner to use, yet one that will not discolor or damage the soft top. Any ideas?

i hear simple green is great and safe for the top and also quadratec has a cleaner/sealer combo called RaggTopp

Simple Green is all I ever use. On the top, on the engine, that stuff is great!
