Well you could but it would require lots of trimming, and more than likely removal of most of the front fender and a lot of trimming in the rear. So if you want to cut your jeep up then yes, but otherwise no. The people that do run 35s with no lift run after market fenders front and rear.
You need at least 2" of lift minimum to even make it work for regular street driving aside from needing some wheel spacers or different rims. You could do some other things to make it work off road from there but you can't do it for under $500 that's for sure unless you like using saws and such.
