Rust Question/ Opinions - 99 Jeep tj

Hey guys, I need some advice/ideas/opinions on a project that I am thinking about undertaking.
So my buddy owns a 99Wrangler, same year as mine, but its from Maryland and mines from Southern California. So you can assume that his jeep is rusty, very rusty. Recently when he was driving his control arm mount ripped from the frame because it was so rusty. His tub is also pretty rusty and the rest of the jeep is about the same. The axles, transfer case, driveline, suspension, engine and tranny are all in good shape. It has 160k miles and has been taken care of.
Since I have helped him in the past and the most recent shop he took the jeep to quoted the him 7k to fix the rust and do preventative maintenance, he was going to scrap the jeep so I gave him scrap price and he gave me the Jeep.
What I'm wondering is if the Jeep is salvageable? I can weld and a frame replacement wouldn't be too hard with some extra hands. My question is would it be a better route to take the good parts like the engine and tranny and what not and put them in a rolling chassis (hard to find) or should I look for a new tub and frame and go from there. It's a free Jeep so I'm willing to put a couple grand into it but I want to explore the most cost effective/ smartest route.
Any thoughts?

doubtful but depends on how bad the rest of it is

Nobody can tell you the answer without more detailed pics. Too much time, trouble and money for me.

p.s. I just bought a Jeep from nearby Washington D.C. with no rust. It's all how they're taken care of.
