PSC Hydro assist question

I have been chasing hydro assist slow steering and low power for a while now(full PSC hydro assist kit, pump, gearbox, ram and cooler). I have called Lance @ PSC initially about it (Thanks Blaine) and checked the pump finding no issues after following Lance's instructions. Tonight I had some time and tried some thing new and I have a question on the results.
After disconnecting the drag link ( I have the TF Hi Steer Kit (save that discussion for later please)), and just had the tie rod connected , to check the motion of the ram. My ram is connected to the tie rod. I found that the ram is only powered when the steering is at full lock in either direction.
I thought the ram would move in relation to the gearbox movement.
Is this normal or should I start looking at the gearbox for issues?
I would try Lance again but Friday night after hours....
Any help would be great

There's a valve in the steering gear that controls the fluid pressure. The valve is controlled by a torsion bar that needs a resisting force against it in order to move the valve to build fluid pressure. Without the drag link connected, no resisting force will be present to build fluid pressure until the stops in the box hit.
