Power distribution fuse 19

What is it? I'm assuming it has something to do with the horn, but why does it keep blowing (the fuse, not the horn--THAT doesn't make a peep, ever). What has gone bad this time? Horn relay is my first guess, but does anyone here have some first-hand knowledge? Getting tired of chasing electrical gremlins...
BTW--it's NOT the clock spring, that was just replaced and all fault codes have vanished, along with the airbag/check engine lights and my terrible rough idle/stumble.

Just to clarify, it is not the relay, as I have replaced that since my last post. The fuse, #19, is fine and does not blow until I press the horn button. As soon as the horn button is pressed, no horn--the fuse blows instead. Any ideas?
