Personally, I don't think this bumper would be that hard to fab up. The main section appears to be 2" x 6" x 3/16" tube stock, cut long enough to cover the front of both frame rails, on top is piece of 3/16 flat stock that runs from 2x6 back towards grill. Bumper is bolted to frame rails thru this flat stock using factory bolt locations (but with grade 8 bolts). This flat stock is drilled for winch to bolt to it (use grade 8 bolts), then there is a the tabs for a roller flairhead to bolt to. Under the 2 x 6 stock will be two tabs made from 3/16 flat stock that will bolt to frame rails using factory bolt locations (bolts grade 8). The clevis tabs are run thru the 2x6 stock just inside the frame rails, and are welded front and rear... All welds are double sided welds including the top 3/16 flat stock that winch will be bolted to... The end caps and Chrome bar are for cosmetics. The end caps are nothing more than 3/16 flat steel. Remove your factory bumper and get a tape, I bet you can mock this sucker up in a few minutes.
