Passenger Seat Stuck Forward on TJ

My passenger seat is stuck forward on my '01 TJ folded up. I've been trying to get the front passenger seat to fold back and it has very little play in it. It will slide back and forth fine and the tilt mechanism has no issues but what I'd call the locking mechanism under the left slide seems to be the issue. I've determined this because the right side has a little more sway in it than the left.

I was debating taking out the seat but I don't want to get more issues. Has anyone run across this before?

I finally just decided to take the seat out. Somehow a broken spade bit made its way into the bracket and jammed it up. Had to take a hammer and a needle nose to get it out but the seat works now.
