I had a small exaust leak which was causing a P0153 O2 sensor slow response code. I fixed the leak and now have no codes, but the readiness test won't complete. Should I worry about this? I have no codes and no drivability issues, but it's bugging me.
It's my dd and I drive about 100 miles a day with 30% hwy and 70% city. I'm sure I've been on the hwy at 75mph for more than 10 min. Still no readiness test completion.
sorry no experts here! but if I understand you correctly the only problem is the light won't go off? try unplugging the battery and seeing if it comes back on?
my 05 rubicon does the same thing.never any DTC's just the flashing icon on the scanner screen.
i will be going out today on the hwy and will leave my scanner connected to see if it completes the test then.
well it never completed the test and i was 55mph for 15 min on cruise control.
I have the exact same problem on my '05 Unlimited with only 21K miles. All OBD monitored systems go to "ready" except the O2 Sensor Heater. Any ideas if I should perform TSB 25-001-07 (re-wiring the PDC) or simply replace the O2 sensors (which I believe have the heaters on them)? Any help is most appreciated. I have driven it nearly 400 miles attempting to set to "ready" via drive cycles, yet the OBD system continues to indicate the O2 sensor heater "Not Ready". I own two fairly sophisticated code readers/scanners and both tell me the same thing...."Not Ready" on the O2 sensor heater. I'm ready to be ready! Thanks!
TSB 25-001-07 fixed my problem!!! I performed the repair myself and working slowly, it took a couple of hours from start to finish. I then had to drive another 93 miles until all parameters went to "ready" state. The O2 sensor heater cleared within about 20 miles, so I had an early indication the TSB was going to work. My 2005 Unlimited has now passed the Texas emissions test with flying colors.
I also advise anyone not to spend ~$6.00 for the Chrysler recommended splice kits. Each kit (2 required) had a very small crimp splice (almost worthless) and a 1.5" section of heat shrink tubing...that's it. I ended up soldering the wires together, but did use the heat shrink. If you have your own heat shrink, save your $$.
It's crazy Chrysler won't warranty this, since clearly this is an emissions issue created at the factory or on the engineering drawing board. Had this not worked, I was going to press them in that the on board computer is not allowing the vehicle to "ready" itself for emissions testing and press on the 8 year / 80,000 mile warranty for the on-board computer/catalytic converter. Fortunately, no need to go that route.
So, if you experience the same problem with your vehicle not going to "ready" state for emissions testing, make sure TSB 25-001-07 applies to yours and give it a try. The procedure is rather straight forward once you have the PCM opened-up and are looking at the wiring. The instructions were easy to follow.
Gonna try TSB 25-001-07 tomorrow to clear the OH not ready condition. I have a situation that forces me to try this. My 06 is giving me a P0740 code for the torque converter cluch every once in a while, but seems to be shifting OK.
The real problem is my smog test. In order to pass, the CEL must be off and only one system not ready. From what I have read, the EVAP needs 50 cycles before it is ready, and with the OH heater never ready, I can't get down to just the evap not ready before the transmission code turning on the CEL.
TSB 25-001-07 fixed my OH not ready condition too. Cleared up in a few starts and a 15 minute drive.
I was hesitant since the instructions used different reference numbers than the TSB said. Both the diagram in the cover and the owners manual used A37 for the fuel pump relay and A29 for the auto shut down relay.
All the names and locations were the same as the TSB, as were the wire colors, so I gave it a try.
Funny there is so little out there about this TSB. I never pursued whether the dealer performed these free of charge or any other history. If I ever go to a dealer I 'll ask.
I bought my jeep from a CJD dealer, but it was used. From carfax it looks like it was a rental in Hawaii, then someone else owned it for a year.
The fix is still working and I passed my smog test today.
Thanks for everybody's input here. I had the TSB but there really hasn't been much discussion out there about this. My '06 shows 02 sensor heater "not ready" too. I had been stressing out about this since I noticed it.
So, after reading this thread, I looked at the last emission test results - the only test it's ever had - and it says 02 sensor heater "not ready" but it still passed. I had been thinking this developed since that last test, but apparently it's been there all along.
Went for new test yesterday and it passed. Apparently in Illinois it doesn't matter for the test, so I suppose I'm not going to cut wires if I don't have to.
We had a PCM go bad on our 06 Wrangler LJ. It happened right before we had to get the emissions test to renew our registration (P1603 - dual-port RAM failure). No way to pass with the CEL on and this persistent code. We tried all the usual checks, fuse was fine, etc. Sent it off to a repair and return shop and it threw the same code on their Jeep simulator.
The replacement PCM took care of that problem but even without any DTCs or CEL, we couldn't pass emissions because the O2 sensor heater test would never complete. We tried every drive cycle we could find but no joy. Burned up a couple hundred miles in the process driving on now expired plates.
After stumbling onto this thread, I grabbed the TSB and did the mod. Following the first drive cycle, the O2 sensor heater test completed as did every other test except the EVAP!! Had to do a couple more cold starts to get it to complete but that is to be expected. We're now all clean and green and sailed through the emissions test.
You guys saved me an expensive and annoying trip to a repair facility as I had just about thrown in the towel.
Will the dealer do this for free and if not does anyone know what they charge to do it? I am not comfortable messing with wires. I turn wrenches. I don't mess with soldering or wires.
I live in California and the smog shop told me my 02 tj has to have the o2 sensor readyou and I've driven it over 200 miles had about 50+ cold starts and it still isn't ready. I have already gotten a fix it ticket for my registration. I need help what do I do
From what I understand you are allowed one monitor that says it's not ready in California, that's how I passed my smog with o2 heater not ready so make sure you don't have any other cel codes pending.

Nobody at the stealership had a clue what I was talking about even when I showed them the TSB. It is easy, do it yourself, I trust myself way more than the monkeys at the stealership who had an attitude as if I should just buy a new Jeep.
I have found over the years that if somebody does not want to do something making them do it is a good way to get crappy work and more torn up and ruined than fixed and what you wanted done, done wrong to boot.
