I had the same problem on my '97 TJ, had to replace the turn signal switch and stalk.

Turn signals

Check the turn signal switch/ Hazard switch. This part commonly goes out and when it does, can cause all kinds of strange issues. The switch was causing my brake lights to malfunction, even though the third brake light worked fine.

Try activating your hazard lights and moving the hazard switch around. Might cause things to act funny. If it does, it'd definitely the switch.

Good luck.

Make sure your hazard light switch is all the way in the off position.
