Need quick help, installing rugged ridge 7" fender flares

Ok, so the front fenders have gone pretty smooth on my 01 wrangler.

I am working on the rear right flare now. On the very back bottom bolt, there is a thing inside the well that is also spinning. It's no like the other screws that either went directly into the frame, or had the rectangular backings you can hold on to. It has like a smooth round backing, then at the end of it, towards the end, it's a little hex shape, but no sockets will fit over it.

Any help would be greatly appreciated, i'm in the garage right now and it's about 5 degree's out and it's not heated thanks!

i take that back, there's no hex at the end, it's all round through (the backing)

it's not a carriage bolt? can you get a set of locking pliers or anything on it? can you replace it with a standard bolt?
