need help on tires and suspension lift

i have a 1999 jeep wrangler that i have taken off my dads hands. i need some help on deciding on what brand and size tires to get and also what suspension lift. i was thinking about Pro Comp Radial Mud Terrain Tires size 33x12.50 for 15 rims and then getting a 3 inch lift but i don't know which kind. the front of jeep is heavy because i put a 100 pound winch on a already new heavy bumper so i don't know if i should get a bigger lift. Any help would be helpful and i have not the greatest amount of money in the world. Freshman at the University of Alabama

that was just a failed attempt at internet humor(auburn colors). i would read the TJ tech boot camp and TJ specs in my sig, I found a lot of usefull info in there when i first started visiting this forum.
there are a number of jeep "enlightened people" on here that will be more than willing to help. i myself am very limited in most things jeep, so needless to say i spend countless hours on here while at work.
if i can help in anyway just shoot me a p.m.
