My jeep usually will take a little while to start but always will, I am pretty sure its one of the two? Does anyone know which one it is?

If it always eventually starts I would look at the other obvious things first! Plugs, cap, rotor, wires, etc.

Yep, plugs and wires.

On a '97, I'd consider the fuel filter/pump as the possible issue.

See if you can rent a Fuel Pressure Gauge from a parts store,Connect it to the test port on your fuel rail start the jeep & observe the pressure,Then shut the Jeep off pressure should hold,If it's not holding most likely is the check valve in the fuel pump is bad (Replace the Pump)

X2. When the check valve starts leaking, which is not uncommon, it allows the fuel to drain down out of the fuel rail the fuel injectors are connected to, all the way back down into the fuel tank. The slow start afterwards is a result of the time it takes for the fuel pump to get the fuel back up to the fuel rail and fuel injectors where it is supposed to remain for fast starts.

We had this same issue with a well we had when we lived in the Santa Cruz mountains. The pump would bring the water up the shaft fine but when the check valve failed at the bottom of the shaft, that poor pump would have to do all that work over again.

I did a complete tune up - plugs, cap, wires, and rotor about a week ago, it still does it. The guy I bought it from said he plugged it into a computer and it said cam or crank sensor, he couldnt remember which one. I will also check the fuel

That's all you should be checking. As we already took great pains to describe to you, it's a leaky checkvalve inside the pressure regulator on top of the fuel pump. Your buddy who thinks its a sensor is just guessing.
