Locking my front axle. A few questions

I have a HP dana 30 in my TJ and will be re gearing it soon to match the back. I was thinking of putting in a lunchbox locker at the same time. Ausie locker is my first choice I think.
My question is: I have seen that You can't put one in the front of a vehicle that has all time 4wd. My Tj as you know is always locked and spinning and then the t-case shifts into 4wd. Does this count as all time. Would I need to use manual locking hubs up front to lock it with a lunchbox?

No a TJ is NOT full time because the front driveshaft receives no power when in 2H. A locker works fine in the front, no manual hubs needed, go for it

What I was worried about is that the drive shft and inner axles spin all the time even though their not being powered by the t-case.

I understand, but without power applied from the driveshaft the locker is transparent.

The lunchbox locker will change how it drives in 2wd and 4wd. In 2wd you do notice some pull and an occasional bang. Since the front is spinning it binds ever now and then. True, no power is being sent from the transfer case but I have noticed a difference. In 4wd, don't plan on turning very well. It will climb up and over almost anything but you have to fight it to turn. I am pulling it out of my front end and replacing it with a selctable locker. That way I can turn it off when in 4wd when I don't need it. It is great to have when you need it, but is more of a pain when you just want to play in the mud.
