Update: I am able to use one key for both!

update:

over the weekend I tried flipping the buckle; mounting it backwards is not-the-cool. see pics:

open & close...watch out


so then I flipped them back, filled the threads with weld, and re-DnT at roughly 1.4":


That makes for a nice tight punch-you-in-the-knuckes buckle!
