How to remove bump stop & insert spacer?

How the heck do I remove the bump stop to insert a spacer? There's a metal "ring" around the bumpstop metal part preventing me from sliding it on.
What's the trick?

Yank the rubber "bumper" out, you will see a bolt(I forget the size, I want to say 13mm or so) and undo that. The bumpstop "cup" will come right off then.

For the rubber bumper, I find it helpful to wiggle it back and forth with a lot of force as opposed to just pulling straight out, much easier.
