Sand down to the metal and apply POR-15.

It won't look factory. That's why , if that matters to you, it costs about 300 for a factory fender, and 300 more for paint. Yup, there are Chinese knockoff fenders for around 125, and spraycans... and it won't look factory.
Hey... what do you know, that's tube fender prices! Excuse to upgrade, bro.
Cheapest, best looking, and right... can't have 'em all.

The technical advice you get from me here is worth exactly what you paid me for it. Warranty issues will be reimbursed at double what you paid me for the advice.

X2 When I smashed my front fender in I went out pricing them. The whole thing itself is like 800 bucks for one. I ended up just having them shaping my old one back.

Pointless to try to get rid of rust on fenders (assuming front fenders.)
Replace them.
Buy generics for under $100.
http://www.jeepforum.com/forum/f176/...rices-1146777/
Who cares if they aren't OEM - aren't the rusted out ones OEM? How did that work out?
Rust proof them thoroughly before you install them.
Then move out of the rust belt...

The only problem with the generics is.....They are a thinner gauge material. They rot out much quicker, even when prepped correctly. The bodylines do not line up correctly.
I would check around, you can usually find used o.e.'s on craigslist for about a 100.00. You can also check with http://www.daveysjeeps.com/ I am sure he would even have a set that is color matched, so you save yourself having to have them painted.

The bad part about buying a used fender is if it rusted like mine it rusted from the inside out and when it actually was visible it was to late for some one like me to fix any wheres near right . I bought a new fender already painted factory color for like 300 on Ebay. It may not be as good a quality as a MOPAR part I couldn't tell but it was new, had no rust , excellent paint job so in about an hour in a halfs work on my part the fender looked like new again . Been on a couple years now still looks good.

The easiest and likely cheapest way to get rid of the rust is to replace the fender.
