How do I know if my power steering pump is going bad?

I just read the latest JP magazine and somewhere in there they mentioned that they replaced their power steering pump and their gas mileage improved drastically. I assume it's because the pump was dragging on the engine.

I have an occasional squeal from under the hood that I can't replicate parked. It only seems to happen when I'm starting from a dead stop. And my gas mileage is about 13-14 mpg. That worse than my Grand Cherokee with the V8 gets!

is it hard to turn? if not then i doubt PS pump is bad
